The overall development goal of ProDem is to "Reduce poverty and increase well-being for women and men living in municipalities in the northern part of Mozambique". The specific goal of the program is to “Contribute to reduced urban poverty, as well as sustainable development of municipalities through a strengthened municipal government and improved service to the residents; as well as increased resilience against climate change, as well as strengthened accountability and participation".
