The Act, which is composed of eight Chapters, lays down principles of protection of agricultural and forest lands, recultivation and improvement of land quality. Agricultural lands are protected by: limitation of their allocation for other purposes; prevention from degradation and devastation; recultivation; and preservation of peat areas and natural water reservoirs. Forest lands are protected by: limitation of their allocation for other purposes; prevention from degradation and devastation; restoration of land value; and prevention from reduction of productivity.

This Regulation of the Minister of Agriculture and Rural Development, which is composed of thirteen paragraphs and one Annex, establishes: requirements to be met by additives to enrich soil originated from animal by-products (soil improvers); veterinary requirements for neutralizing soil improvers; conditions for using soil improvers.

This Regulation of the Minister of Agriculture and Rural Development, which is composed of two paragraphs and one Annex, establishes the new procedure for purchasing and selling soil improvers. The Regulation establishes the new form of statement which should be signed by the purchaser of soil improver and passed to the communal veterinarian. The form is specified in the Annex.

The Regulation of the Minister of Environment, which is composed of twelve paragraphs and nine Annexes, specifies the conditions for the measurement of emissions into water, land and air. In addition, it establishes those cases when continuous measurement of emission from installation is required, cases when periodical measurement is required, referential methods of measurements and describes how to file measurements.
