To produce the desired results, therefore, watershed management efforts must incorporate "forest hydrology", "soil and water conservation" and "land use planning" into a broader, logical framework that takes into consideration not only physical interrelationships but economic, social and institutional factors as well. This report is the result of the Mid-Term Evaluation (MTE) of Project GCP/BRA/079/GEF, “Strengthening National Policy and Knowledge Frameworks in Support of Sustainable Management of Brazil’s Forest” also called the GEF NFI Support Project. In this report it is also referred to as Project BRA 079. The project was signed by the parties in August 2011 and is jointly funded by the Global Environment Facility (GEF) and the Brazilian Government.

This double issue of Unasylva aims to tease out the complex interrelationship between forests, trees and disasters, and to examine the ways in which forests and trees can best be managed both to resist shocks and to protect from shocks. Forests and trees can act as natural buffers against disasters and shocks. They have a powerful role to play in protecting against disasters and in reducing their impact. Indeed, the long-term perspective implicit in sustainable forest management is also a valuable approach to planning for disaster risk reduction.
