Teniendo en cuenta la necesidad de que el Gobierno cuente con un mecanismo institucional de procuración de justicia a favor de los pueblos indígenas, el presente Decreto establece el Servicio de Asistencia Jurídica a Pueblos Indígenas y Originarios (SAJPIO) como instancia dependiente del Ministerio de Asuntos Campesinos, Pueblos Indígenas y Originarios. El Servicio se encargará de prestar asistencia jurídica técnica en el proceso de procuración y vigilancia de los derechos colectivos de las comunidades campesinas, pueblos indígenas y originarios del país.

This study was commissioned to review the current land tenure systems in selected countries in southern Africa, to identify constraints and opportunities relating to tenure security and improvements in women’s land rights and to recommend strategies to alleviate problems.

The purpose of this paper is to outline guidelines to be considered by EU donors in the design of their support for interventions in land policy and administration in developing countries. The focus in these Guidelines is on rural land, however much of the discussion will be of considerable relevance to urban areas and can contribute to a national land policy. The document oriented towards generalist and specialist staff, both at field and headquarters with responsibilities directly or indirectly connected with land issues in rural areas.

Recognizing and protecting customary land rights is a critical component of protecting and defending the land rights of the rural poor. This study is founded upon the notion that protecting and enforcing the land claims of rural Africans may be best done by passing laws that elevate existing customary land claims up into nations' formal legal frameworks and make customary land rights equal in weight and validity to documented land claims.

This report takes a fresh look at the important contribution of agriculture to pro-poor growth. After two decades of decline, investments in agriculture are now on the rise. This major reversal in national policies, as well as donor programmes, reflects an increased awareness of the vital contribution of agriculture to pro-poor growth and the stark reality that 75% of the world’s poor live in rural areas. This policy guidance for donors identifies a new agriculture agenda for enabling pro-poor growth.
