Documento de trabajo sobre tenencia de la tierra 10. El presente documento de debate ha sido elaborado por la Unidad de Gestión y Tenencia de la Tierra de la FAO con el fin de obtener opiniones y comentarios acerca de las Directrices Voluntarias para la gobernanza responsable de la tenencia de la tierra y los recursos naturales. Una gobernanza frágil en la tenencia resulta en la pérdida de vida y de medios de subsistencia y disuade las inversiones, el crecimiento económico y el uso sostenible de los recursos naturales.

Ce numéro de Nature & Faune met le focus sur « La place de la jeunesse africaine dans l’agriculture, les ressources naturelles et le développement rural ». Il compte vingt et un articles contribués par divers auteurs experts dans les secteurs suivants : les politiques, les ONG travaillant dans le domaine de la conservation ; le secteur privé, les groupes de la société civile, la recherche et le milieu universitaire ainsi que les associations de jeunes.

FAO and its development partners are working together with countries to prepare Voluntary Guidelines that will provide practical guidance to states, the private sector, civil society, academia, donors and development specialists on the responsible governance of tenure. By setting out principles and internationally accepted standards for responsible practice and associated technical guidance, the Voluntary Guidelines will provide a framework and point of reference that stakeholders can use when developing their own policies and actions.

This Free, Prior and Informed Consent (FPIC) Manual is designed as a tool for project practitioners of a broad range of projects and programmes of any development organization, by providing information about the right to FPIC and how it can be implemented in six steps.

In this issue, we will be introducing the new Land tenure e-journal, which has just launched its first issue. This e-journal is dedicated to land-related issues, including land tenure. We will also learn about the recently issued report, the State of the World’s plant genetic resources for food and agriculture and we will introduce you to the new web site gearing up for the 2012 event marking the twentieth anniversary of the Earth Summit - FAO@Rio+20.

Land Tenure Working Paper 1. This document analyzes the implications for land tenure and land policy of biofuels. It examines the current and likely future impacts of the increasing spread of biofuels on access to land in producer countries, particularly for poorer rural people. It aims to pave the way for future empirical research on the links between the spread of biofuels and access to land, through developing a conceptual framework for such research and through taking stock of data available in the literature.

There is growing evidence that investing in developing countries’ agricultural sector is among the most efficient ways to reduce poverty and hunger. Agricultural investments can generate a wide range of developmental benefits, but these benefits cannot be expected to arise automatically and some forms of large-scale investment carry risks for host countries. Although there has been much debate about the potential benefits and risks of international investment, there is a lack of systematic evidence on the actual impacts on the host country and their determinants.

Land Tenure Working Paper 18. Presents the main themes that characterize the governance in land tenure and analyses the aspects related to the evolution of agricultural policy issues in various Central American countries. It also offers some examples and lessons learned from new models of land administration and land access mechanisms that Central American governments and International Cooperation have fostered over the past fifteen years in the Region. Настоящее исследование по вопросам управления землепользованием в странах Восточной Европы и Содружества Независимых Государств (СНГ) было подготовлено в качестве основания для обсуждения в ходе региональных консультационных совещаний в рамках разработки Добровольных руководящих принципов ответственного управления режимом владения землей и другими природными ресурсами ФАО. Региональное совещание для Восточной Европы состоялось в Бухаресте 22 24 марта 2010 года. Региональное совещание для стран СНГ будет проведено позже в этом году.
