This Resolution establishes the Regulation of the Environmental Planning of Alqueva Dam (PROZEA). This Regulation consists of 5 chapters, and is a special environmental plan (PEOT), according with Decree-Law No. 380/99 regulating actions and activities for the management, use and transformation of land and water.

The Act seeks to promote a national policy in respect of natural water. It establishes the legal framework for the use, allocation and conservation of water, and for the designation of conservation areas. It further creates the Water Conservation Authority (art. 5) and the Regional Water Boards for various catchment areas (art. 19). The 10 Schedules contain classifications for minimum water quality.

This Decree defines the public property boundaries of the irrigation channel in the region of Ain Saade. The applicant, for the transfer, should comply with determined actions such as the construction of a concrete drainage channel. This Decree is applicable only after the applicant guarantees the natural flow of water in the irrigation channel.

This Regional Act aims at the protection and restoration of land and at the same time lays down provisions on the preservation of water resources and their exploitation for irrigation. Ensuring the protection against flood, and thus planning, regulating, organizing, governing, controlling of flood preventive activities, through the construction, development, maintenance and operation of protective waterworks (mainly reservoirs and canals) of non-local competence, shall be the duty of the State. This Regulation, consisting of 104 Sections, divided into 13 Parts and completed by two Schedules aims at Local Land Services is to make and levy the following rates for each year: a) a general rate on all rateable land, b) an animal health rate. The rates may be made in the previous year but must be made by 31 March of the year to which they relate. Under clause 25, the Minister may extend the time within which the rates may be made.
