The present document is an update and presentation of the natural, economic and social resources for sustainable development and management of the fishery and aquaculture sector in Armenia. It aims to call attention to, and provide evidence of, the fact that fisheries and aquaculture have substantial development potentials in Armenia. The country is rich in inland water resources, but the potentials of the fishery and aquaculture sector are far from being exploited.

This publication describes the experience of a number of transition countries in Central and Eastern Europe and the former Soviet Union with crafting regulatory frameworks for irrigation water users’ organizations. It also seeks to distil a number of key regulatory requirements. As a result, this study serves as a design/drafting manual for policymakers and for drafters of legislation on water users’ organizations.

It is complemented by two regional analyses: this Working Paper and LSP Working Paper 25: IIED.
