Over ten million people have been displaced from protected areas by conservation projects. Forced displacement in developing countries is a major obstacle to reducing poverty. It should no longer be considered a mainstream strategy for conservation and only applied in extreme cases following international standards.

This article discusses what is the best means of managing the commons. The article stresses that these are critical questions in the current wave of decentralisation and tenure reform taking place in many Sahelian states.

This Decree sets forth provisions on land classification, cadastral information system, change in the category of agricultural land and pastures, change in the category of lands affected by radioactive and chemical contamination and degraded by natural hazards, expansion of lands in forests and protected areas, and the procedures and principles for the change in the category of land. This Law is enacted with a view to protecting, developing and making rational use of grasslands, improving the ecological environment, maintaining the diversity of living things, modernizing animal husbandry and promoting the sustainable development of the economy and society.The grasslands are owned by the State, with the exception of the grasslands owned by collectives as provided for by law. This Regulation of the Forestry Development Authority (FDA) implements provisions of the Community Rights Law of 2009 with Respect to Forest Lands ("Community Rights Law"), and determines the rules, guidelines and procedures for the establishment of authorized forest communities and to access, manage, use and the benefits of forest resources within the Republic of Liberia, and participation by communities in the reforestation, rehabilitation and conservation of forest and wildlife resources in Liberia.
