Overview of the State of Forests and Forest Management in Azerbaijan derives from the project on the state of forests in the Caucasus and Central Asia and presents the forest resources and the forest sector of Azerbaijan, including trends in, and pressures on forests. The overview describes policies and institutions of forest sector in Azerbaijan and major challenges the sector faces as well as policy responses in place or planned.

Across the globe, the legal land rights and tenure of many Indigenous peoples are yet to be recognized. A growing body of research demonstrates that tenure of Indigenous lands improves livelihoods and protects forests in addition to inherently recognizing human rights. However, the effect of tenure on environmental outcomes has scarcely been tested in regions with high development pressure, such as those with persisting forest–agriculture conflicts.

De nombreux pays ont reconnu l’importance des forêts pour l’atténuation des changements climatiques. Adopté le 12 décembre 2015 et entré en vigueur le 4 novembre 2016, l’Accord de Paris sur le climat intègre une action sur l’utilisation des terres, y compris la Réduction des Émissions issues de la Déforestation et de la Dégradation des forêts (REDD+). Un nombre important de contributions nationales (CDN) soumises par les pays à la Convention-cadre des Nations Unies sur les Changements Climatiques (CCNUCC) comprennent l’utilisation des terres ainsi que des objectifs forestiers.

Thailand is undergoing an important development in its forestry laws. When the Community Forest Act B.E. 2562 was passed in 2019, Thailand had for the first time an official umbrella law to recognize community forestry. Subordinate laws still need to be developed to further clarify the Act for its implementation. 

This report brings together four studies that evaluate regulatory initiatives with implications for forest-dependent communities from a rights-based perspective. These are: The Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 – India; Regulatory initiatives and selected outcomes of judicial processes in Malaysia; The Community Forest Act (2007) – Thailand; and The Indigenous People’s Rights Act (1997) – Philippines. Each study covers law making, content and implementation.

This paper presents case studies of two tribal villages - Mendha Lekha and Jamguda - successfully running forest-based bamboo businesses under the community forest rights provisions of Forest Rights Act (2006). We have documented the issues faced by the villagers in claiming community forest rights, issues faced in harvesting and sale of bamboo, and business practices adopted by both the villages.

Cambodia has suffered some of the highest rates of deforestation (measured as a percentage of forest cover) of any country since the 1970s – and rates have been increasing significantly in the past decade. Even the country’s so-called protected areas have been severely impacted, despite supposedly being safeguarded under Cambodian law.

Global Forest Watch estimated that between 2001 and 2018, Cambodia had lost 557 000 hectares of tree cover in protected areas, representing an 11.7% loss of the total protected area.

The Government of Peru is gradually advancing in the process of recognizing and formalizing the territorial rights of the indigenous peoples of the Amazon. 
In order to document and analyse how titling is carried out and how the local population perceives its impacts, the Centre for International Forestry Research (CIFOR), with the support of German development cooperation, conducted a study on the progress and challenges of native community titling processes. this is the summary of the study conducted in the Ucayali and San Martin regions of the Peruvian Amazon. 

This report highlights the importance and urgency for climate action initiatives of protecting the forests of the indigenous and tribal territories1 and the communities that look after them. Based on recent experience, it proposes a package of investments and policies for climate funders and government decision-makers to adopt, in coordination with the indigenous and tribal peoples.

El propósito de este informe es dejar en claro la importancia y urgencia para la acción climática de proteger a los bosques de los territorios indígenas y tribales y a las comunidades que los cuidan. Con base en la experiencia reciente, se propone un conjunto de inversiones y políticas para ser adoptadas por los financiadores climáticos y decisores gubernamentales, en coordinación con los pueblos indígenas y tribales.

The First Schedule of the Forest Act is revoked and replaced. The new Schedule prescribes fees for timber permits, royalties for other forest products, annual licence fees for other forest products.
