Habitat for Humanity International applauds members of the Bureau of the Preparatory Committee, the Habitat III Secretariat, Member States and the engagement and dedication of all Habitat III stakeholders in creating the Zero Draft of the New Urban Agenda. Habitat III is a critical opportunity to reinvigorate global commitment to sustainable development and this draft sets us on the right path. The New Urban Agenda must: 1) emphasize adequate and affordable housing, 2) prioritize security of tenure, 3) promote community-led development, and 4) set specific and accountable measures.

The earthquake in January 2010 exacerbated Haiti's land issues, hampering the country's recovery and slowing redevelopment. This manual documents existing Haitian land laws and customary practices related to the legal sale of land, facilitating a consistent and transparent process that supports tenure security for Haiti's residents and ultimately Haiti's economic growth.

This pressure on land and housing markets often is exacerbated by inappropriate or inadequate policies. The result is a supply of well-located land and housing that falls well short of demand and the proliferation of poorly serviced informal settlements, many of which are located far from jobs, city services and amenities.
