Исследования ФАО по вопросам землевладения представляют собой краткое изложение зачастую сложной и полемичной темы землевладения, особенно применительно к продовольственной обеспеченности, борьбе с нищетой и развитию сельских районов. Данные исследования не претендуют на исчерпывающий характер, а скорее отражают случаи "добросовестного руководства" в определенных сферах землевладения и управления земельными ресурсами, выявленные ФАО и ее многочисленными международными сотрудничающими партнерами.

Cette publication conjointe entre la FAO et UN-HABITAT cherche à améliorer et à mieux définir les processus, mécanismes et institutions de gouvernance foncières dans les zones rurales et urbaines. Ce document, tout en soulignant l’excellence des politiques, législations et réformes techniques foncières, en termes d’élaboration, relève toutefois un certain nombre de problèmes de mise en œuvre, en constatant des glissements, des interruptions, voire même des inversions.

Land Tenure Working Paper 15. This publication brings to light the existing linkages between land tenure and the realization of the right to food. It points out that responsible governance of land requires the adoption of human rights-based approach in order to develop coherent and long term solutions to improve people’s livelihoods. The document presents the legal implications of the right to food at national level and provides a series of examples on the implementation of human rights principles and obligations into land tenure systems, policies, and institutional frameworks.

Land and land reform cover a great range, both in terms of the geographical and development status of the countries considered, and of the variety of perspectives on the issues. The articles in this issue of Land Reform, Land Resettlement and Cooperatives reflect this breadth in a variety of ways. The articles range geographically from the paper addressing land and agrarian reform in Colombia, by Professor Darío Fajardo, to a consideration of the land reforms currently under way in Scotland, by Douglas Macmillan, Ken Thomson and Bill Slee.

Land Tenure Working Paper 2. This document analyzes the implications for land tenure and land policy of climate change. It assesses the implications of ongoing anthropogenic climate change resulting from greenhouse gas emissions for land tenure and the role that land policy can play in climate change adaptation planning in the developing world.

L’accès à la terre est indispensable pour produire de la nourriture et créer des revenus. C’est aussi un atout social et économique déterminant qui donne accès à l’identité culturelle, au pouvoir politique et à la prise de décisions. Les préjugés sociaux et culturels sont souvent responsables d’une discrimination à l’égard d’un sexe, d’une classe sociale ou d’un groupe ethnique.

Les Etudes sur les régimes fonciers réalisées par la FAO sont des exposés concis explorant le domaine, souvent complexe et sujet à controverse, du régime foncier, en particulier dans ses interactions avec la sécurité alimentaire, la réduction de la pauvreté et le développement rural. Ces études ne prétendent pas à l’exhaustivité, mais reflètent plutôt les «bonnes pratiques» identifiées par la FAO et ses nombreux collaborateurs internationaux dans le contexte spécifique d’un aspect donné des régimes fonciers et de leur administration.

تقرّ الخطوط التوجيهية الطوعية بشأن الحوكمة المسؤولة لحيازة الأراضي، ومصايد الأسماك، والغابات، في سياق الأمن الغذائي الوطني بأنّ الاستثمارات المسؤولة التي ينفّذها القطاعان العام والخاص أساسية لتحسين الأمن الغذائي، وتدعو إلى استثمارات تصون مستخدمي الأراضي ومالكيها من خطر نزع ملكيتهم لحقوق الحيازة المشروعة. ويوفّر هذا الدليل الفني توجيهات مفصّلة للسلطات الحكومية المنخرطة في جهود تشجيع الاستثمارات والموافقة عليها ورصدها في جميع مراحل دورة الاستثمار، بشأن الإجراءات التي يمكن اتخاذها لإرساء بيئة مؤاتية للاستثمارات المسؤولة والمستدامة.

Developing countries are facing a number of challenges in search of development. Various policies and strategies have been formulated and many are already in the process of implementation in different countries. Among the policies are National Land Policies (NLP).

Lancée le 18 mai 2012, la Nouvelle Alliance pour la sécurité alimentaire et la nutrition (NASAN) est une initiative du G8 (maintenant devenu G7) lancée par le président des États-Unis, Barack Obama. La NASAN vise à accroître la part de l’investissement privé dans l’agriculture africaine de façon à « réaliser une croissance agricole soutenue et inclusive ainsi qu’à sortir 50 millions de personnes de la pauvreté au cours des dix prochaines années ». Au total, 10 pays africains ont adhéré à la NASAN.

The history of modern land management and administration in Cambodia begins with French initiatives in the late 19th century. The first Civil Code was adopted in 1920 and it established a system of French land law that recognized private property rights. Some traditional Cambodian rights, in particular that of creating a land right simply by occupation and possession, were included in the Civil Code. During the 1960s there was an adequate system of land management, including confirmation of private property rights with land records including cadastral maps and land titles.
