Law No. 153 “On registration of rights to immovable property and transactions therewith”.

This Law establishes legal framework and the modalities of functioning of the unified state registration system of rights to immovable property and transactions therewith. State registration is a legal act attesting rights to immovable property, real burdens (restrains), and also transactions therewith ensuring legal protection of registered rights and real burdens (restrains). Immovable property shall be considered plots of land, subsoil and separate waterbodies.

This Instruction establishes the modalities of access to information on registered rights to immovable property and real burden (restrains) in the form of certificates and extracts from the Unified register of immovable property. The aforesaid extract shall be granted by written application to any citizen who shows personal identification document.

This Decree contains description of the principles of cadastral division of the national territory with a view of keeping state land cadastre. Cadastral division of the national territory shall be composed of the following units: (a) administrative and territorial subdivision; (b) cadastral districts; and (c) cadastral blocks. Land cadastre within a cadastral district shall be kept by territorial cadastre body or by land service of the local executive body. Cadastral district code shall be composed of three letters of Latin alphabet.

The purpose of this Decree is to improve control over land protection and conservation. The aforesaid control shall be carried out either by state land inspectors or by social land inspectors. The latter shall be volunteers selected from the personnel of local self-government, state institutions and organizations aware of land legislation.

This Decree establishes that land inspection shall be autonomous institution within the State Land Cartographic Committee. Land inspection shall carry out the following tasks: (a) enforcement of land legislation; (b) detection of unused or irrationally used land; (c) supervision over quality of land monitoring; (d) supervision over soil improvement arrangements; and (e) coordination of land survey.

Order No. 81 of the State Agency for Registration of Immovable Property Rights validating the Regulation on supervision over land tenure and land protection by chief land inspectors.

This Order establishes that officials of land survey service shall be at the same time state land inspectors. In the process of inspection state land inspectors shall control availability of land certificates and shall ensure remedial actions for the removal of the violations of land legislation. The President, with a view of improvement of regulation of land relations and carrying out state control over land management and protection, decrees to set up land survey services within local executive bodies entrusted with the following functions: (a) state control over land management and protection, execution and quality control of land survey and land cadastre work; (b) expropriation and allotment of the plots of land; (c) enforcement of land legislation; (d) submittal to tax inspection of data related to land ownership by natural and legal persons; and (e) exposure of abandoned land.
