Le présent Acte Additionnel érige le Comité Inter-Etats des Pesticides d'Afrique Centrale (CPAC) en Institution spécialisée de l’Union Economique de l'Afrique Centrale (UEAC). Ses modalités d'organisation et de fonctionnement du CPAC seront redéfinies si nécessaire par Règlement du Conseil des Ministres de I'UEAC.

Le présent règlement détermine la composition et le fonctionnement du Comité Inter-Etats des Pesticides d'Afrique Centrale (CPAC), en application de l'article 2 du Règlement n°011/07-UEAC-114-CM-05 du 11 Mars 2007, portant création , composition et fonctionnement du Comité des pesticides en Afrique Centrale. Pour accomplir sa mission, le Comité dispose Centrale comprend un Conseil d’Administration ; un Bureau des Experts; et une Direction Générale.

Ten African countries have signed up to the New Alliance for Food Security and Nutrition – the G8 countries’ main strategy for supporting agriculture in Africa that was launched in 2012. As the New Alliance has been under way for three years, some of its likely impacts are becoming clearer. This briefing – covering Nigeria, Malawi, Tanzania and Senegal – shows that some large companies involved in the New Alliance are already accused of taking part in land grabs in some countries.

Over the past 15 years, tens of millions of hectares of land have been acquired by large investors in developing countries. The Land Matrix documented 1,037 transnational land deals covering 37,842,371 hectares during this period, while many more deals remain undocumented.1 This global land rush is causing widespread forced evictions and denial of access to key land and natural resources for millions of women, small- scale food producers, pastoralists, gatherers, forest dwellers, fisherfolk, and tribal and indigenous peoples.

Since 2007, the Royal Government of Cambodia has implemented the “Land Allocation for Social and Economic Development” (LASED) program with technical support from GIZ and financial support from the World Bank. In this 2013 report, she presents her observations and recommendations on the World Bank‟s safeguard policies, particularly on the right to adequate housing, in the context of its current two-year consultative process to review and update its environmental and social safeguard policies.

As shown in this report, harassment of local activists in Cambodia, including defenders of the right to housing, is widespread. Cambodia’s rich and powerful are increasingly abusing the criminal justice system to silence communities standing up against land concessions or business deals affecting the land they live on or cultivate. Many poor and marginalized communities are living in fear of the institutions created to protect them, in particular the police and the courts. As forced evictions increase, public space for discussing them is shrinking.
