Section 2 declares that all land in Papua New Guinea shall be subject to this Act. Section 4 defines matters primarily of national interest for the purposes of this Act. Where consideration is being given to a physical planning matter under this Act, the appropriate authority shall take into account the provisions of the Environmental Planning Act 1978, the Environmental Contaminants Act 1978, and the Conservation Areas Act 1978 and other matters listed in section 5. The Minister may appoint a Chief Physical Planner for the purposes of this Act pursuant to section 6.

There is established a Development Control authority which shall consist of the members as specified in section 3. It shall be the duty of the Authority to institute a survey in Montserrat on matters that are to be expected to effect the development or the planning of the development. The Authority shall be responsible for the preparation of Preliminary Territorial Plan and a report on the survey. This Law provides for general town and country planning and provides rules relative to development in Jersey. It also provides for the protection of trees. The purpose of the Law is to conserve, protect and improve Jersey’s natural beauty, natural resources and general amenities, its character, and its physical and natural environments. An application for planning permission to carry out prescribed development under this Law shall be taken to include any environmental impact statement relating to the application prepared and provided in accordance with provisions of this Law.
