These guidelines are issued by the General Department for Land Management concerning utilization of bare land, degraded hills, forests, alluvial flats and water bodies. The approval of land use projects will be based on the economic-technical viability of the project with the objectives of good land management and sustainable land use. The project implementing agency shall classify the land depending on the objectives of the project and the land available. Land should be used in accordance with plans made, the land should be protected and the fertility of the soil improved.

This Federal Law establishes the legal basis for state regulation of securing fertility of agricultural land. The purpose of this law is to establish the legal foundations for state regulation of securing reproduction of fertility of agricultural land in the process of carrying out economic activity by landlords, landowners and land tenants. The Federal Law consists of 7 Chapters that contain 31 articles. Chapter 1 lays down the general provisions.

The Government decrees to establish that Federal Land Cadastre Service is the Federal Executive Body in the field of state management of land resources that carries out special (executive, control, authorization and other) functions as regards keeping up of state land cadastre and state registration of immovable property situated the plots of land, land survey, state cadastre valuation of land, land monitoring and state control over the use and the protection of land. Federal Land Cadastre Service is entrusted with the functions of the abolished State Land Policy Committee.

These Regulations provide for conditions, to which the right of occupancy as defined in the Land Act, 1991 is subject. The Commissioner of Lands may impose those conditions pursuant to regulation 3, but they shall not be inconsistent with the Act. Other conditions are specified by these Regulations, such as demarcation of boundaries, protection of beacons, application for building permits on urban or "peri-urban" land, etc. Regulation 7 specified conditions of use of agricultural land held in occupancy, regarding cultivation. Regulation 8 concerns the right of occupancy for pastoral uses.

This Scheme complies with Council Regulation (EC) No. 1257/99 on support for rural development from the European Agricultural Guidance and Guarantee Fund and in particular Articles 4 to 7 which deal with investment in agricultural holdings. It makes provision for the making of grants in respect of agricultural businesses which are at least partly situated in nitrate vulnerable zones, as defined by regulation 2(1) of the Protection of Water against Agricultural Nitrate Pollution (England and Wales) Regulations 1996.

These Regulations amend the principal Regulations by inserting a new set of arable options and making some minor amendments. Such options include retention of overwintered stubbles followed by the cultivation or fallow creation and management of a conservation headland (with or without fertilizer application), establishment and maintenance of wildlife seed mixtures providing a food source and cover for a range of wild birds, mammals and invertebrates, and establishment and maintenance of nectar and pollen-rich plant mixture for the benefit of foraging insects, wild birds and mammals.

The Minister of Agriculture has the power to set regulations concerning the prevention of land erosion and the repairing of land erosion damage. Regulations may deal with: (a) The examination of any area and the declaration, if needed, of it as a special area; (b) The regulation of pasture in a special area or the transferring of it to another area; (c) The regulation of land processing in a special area; (d) The regulation of extermination, land clearing and burning of any plantation or wild-plant in a special area; (e) The regulation of any work in a special area and its maintenance.

This Act regulates the use of agricultural land for purposes of protection of the soil and the landscape. Agricultural land is land used for cultivation or pasture, which is registered for tax purposes as an agricultural unit (sect. 1). The Act does not apply to agricultural land which is not used as such (sect. 2). Regulation making powers of the Government are described in sections 6A and 6B. Observation of provisions of the present Act shall be supervised by County Councils. Use of land requires notification and in certain circumstances a permit of the County Council. (13 sections)
