Mapping for Peace and Prosperity

This paper engages with innovative ways to apply participatory mapping techniques and the latest technological tools in fragile, conflict-affected settings to contribute to sustainable land use. In this paper, the authors describe in detail the process and purpose of a participatory mapping project in northeastern Democratic Republic of Congo (DRC), and elaborate on the lessons learned so far. The paper concludes with a set of recommendations to take the process forward for greater sustainability and long-term land rights protection.

The 2012 Census of Agriculture (CA) reported 5.56 million farms/holdings1 covering 7.19 million hectares, which translated to an average area of 1.29 hectares per farm/holding. The number of farms/holdings increased from 1980 to 2012 by 62.6 percent as the average area of farms/holdings decreased from 2.84 hectares per farm/holding in 1980 to 1.29 hectare per farm/holding in 2012. This could be accounted to the partitioning of farms/holdings from one generation of agricultural holders/operators to their succeeding generation. 

Contextualizing customary land registration in Uganda

The systems;policies and laws that are being pushed to “register” and “formalise” land ownership do not put into consideration the cultural and historical aspects that govern land in many countries on the continent. Professor Sam Lwanga Lunyiigo asks pertinent questions about this push and about implications of customary land registration in Uganda.

This article argues that while we know that the demand for land and natural resources has significantly accelerated in the last decade;it remains very difficult to gauge the exact size of the land rush. Many studies that look into how much land is affected give vastly diverging numbers. Local elites and diaspora investors are known for controlling large areas in their home countries and their activities tend to be even less transparent than those of international investors. Many studies choose not to include domestic investors.

The ongoing use of landscape-based conflict commodities — diamonds and other minerals, timber, wildlife, etc. — to finance wars continues to evolve. The success with which such commodities can be transacted to support militaries, militias and insurgencies has led belligerents to innovate with additional commodities. Housing, land and property (HLP) rights within war zones have belatedly joined the list of conflict commodities that are subject to transaction, and to such an extent as to warrant significant concern.
