This Code regulates the accomodation and housing of the popul ation, urban and rural planning, the development of engineering, transport and s ocial infrastructures, rational use of the natural resources and environmental protection for the benefit of tenants.

This Federal Law introduces the notion of joint ownership that includes the ownership of the plot of land, on which the edifice is situated, within the boundaries delimited by law. The joint owners are obliged to treat with care the plots of land on which the edifice is situated. The joint ownership extends to the adjoining plots of land within the boundaries delimited by law with the greenery growing on them.

This Law establishes the State Coastal Management Plan, sets its objectives and guidelines and defines the instruments for its preparation, approval and execution. It consists of 6 chapters establishing: Definition (chap. 1); Objectives (chap. 2); Goals (chap. 3); Management System and Instruments (chaps. 4 and 5) and General Provisions (chap. 6). It covers all ecosystems and natural resources existing on the land, transition and sea segments.

Article 3 of this Decree further elaborates the concept, introduced by article 3 of the Law, of administration by the State of all land that is in ownership of the national community. Individuals are prohibited from using land as a commodity for sale. The Central Land Allocation and Land and Forest Land Granting Committee coordinates carrying out of land surveys and the allocation of land in accordance with articles 3 and 4. Other provisions deal with the protection of land rights, use of agricultural land, lawsuits and issue of rules by relevant ministries. (10 articles)

Land use planning committees shall prepare plans to develop their provinces and municipalities and specify the presence of features of land use planning including environment areas, gardens, public parks, garbage collection, sewer tanks, water pipes, forests, wild animal refuges, lakes, rivers, sea, islands, and land for cultivation. Specified Ministries shall instruct sub-ordinate institutes to carry out a study on land use. Land use planning committees shall assist provincial and municipal governors to prepare plans for the development of the areas under their competence.

This Act makes provision for the use and development of land. The Land Development and Utilization Commission, established under section 12, may with the approval of the Minister, from time to time, by order designate as agricultural land any land, which the Commission considers ought to be brought into use for agriculture.

The Bureau of Soil Conservation shall have a headed by the Director of Soil Conservation, to be appointed by the President. All the divisions, sections, field activities and agencies of the Government connected with soils work are hereby transferred to the Bureau of Soil Conservation and such powers, functions and duties relative to soils vested by law or executive orders are hereby vested in the Director of Soil Conservation.

A Council of Ministers Resolution approving Urban Planning of Viana do Castelo. This Resolution approves the Coastal Zone Planning (POOC) between the areas of 'Caminha' and 'Espinho'. It consists of 9 Chapters and 2 Annexes defining the conditions to be satisfied in order to organize and plan the coastal zone of the aforesaid area. It consists of 5 Sections and 5 annexes defining the conditions to be satisfied in order to carry out the coastal zone plans of the aforesaid area. This Resolution of the Council of Ministers approves the Regulation of the Director Municipal Plan of the town of Sintra. It consists of 100 articles and 5 annexes specifying urban and non-urban land use planning in order to manage, control and valorising the aforementioned area (in any different sector).

This Resolution of the Council of Ministers approves the Regulation for the Land Planning of Albufeira de Maranhão (POAM), located in the district of Avis. POAM regulates the activities to be performed within the aforementioned area, promoting irrigation and public water supply.
