Cette loi porte le régime général de l'aménagement du territoire et de l'urbanisme. Le titre I, relatif à l'aménagement du territoire, porte les dispositions concernant les plans régionaux, les plans de secteur, les plans communaux, les expropriations et indemnités, le remembrement et le relotissement. Le titre II est relatif au permis de bâtir et ses dispositions concernent la délivrance du permis, l'introduction et l'instruction des demandes et des recours. Le titre III est relatif au permis de lotir.

Cet arrêté porte attributions, organisation et composition du Comité consultatif de l'urbanisme, de l'habitat, de l'assainissement et de l'hygiène. Au sein de ce Comité est constituée la Commission des permis de construire, chargée d'examiner les projets de construction et d'exprimer un avis préalable à toute délivrance de permis de construire.

Regulations relating to Draft Development Plans and Draft Local Plans. The 8 regulations are divided into 3 Parts: Preliminary (regs. 1 and 2); Form and Content of Draft Development Plans (regs. 3 to 5); Form and Content of Draft Local Plans (regs. 6 to 8). A Draft Development Plan shall contain a Proposals Map which shall indicate in general the proposed land use classes, transport and traffic routes, community facilities and utilities as conceived or recommended by the Plan for the plan period (reg. 4(1)).

Land uses shall, for purposes of Draft Development Plans and development control, be classified and divided into land uses, classes, and land use zones as specified in Schedule I (reg. 3). Regulation 4 provides for the classification of existing land uses. Intensity of construction may be indicated in Proposal Maps of Draft Local Plans and where intensity is not indicated in such plans, the provisions of Schedule I apply (reg. 6). This Decree has been enacted in order (i) to control the utilization of land in general; (ii) to settle the problems in the field of land affairs; and (iii) to review the position, tasks, and functions of the Directorate General of Agrarian Affairs, and to upgrade it to an institution which handles land affairs on a national level: the National Land Affairs Agency. Soil and Watershed Conservation Act 1982.

The Government may declare any area as a protected watershed area and the Watershed Conservation Officer may take within the area the measures established by the present Act for the purpose of soil and watershed conservation (e.g. construction and maintenance of waterworks, afforestation, planting of grasses or other vegetation, protection of forests, cultivation of crops and fruits, maintenance of the fertility of the soil, etc.).

This Act concerns the establishment of the Kathmandu Valley Development Authority, whose functions shall pertain to land use planning, the development in land-use areas and the prescription of methods of construction works, the formulation and implementation for the development and maintenance of cultural heritage, the protection and conservation of the environment and natural resources. Subsequent sections establish all the powers given to the Authority in connection with its functions.

The present Act establishes the responsibility and power of local Panchayats with respect to the implementation of development activities an local level and the formulation of development plans and construction projects, according the procedure, criteria and priorities set out by the Act.
