Land Development Duty Act.

This Act concerns the imposition of a development charge on the occasion of every transfer of a fee simple of any land in a special development area at any time during a valuation period. A special development area shall be declared by the Minister. The Act provides rules for the assessment of value of land and the calculation of the development duty.

This Act concerns response and relief in case of man-made or natural disasters and emergencies affecting the Northern Mariana Islands. The Governor-General shall be the principal authority for purposes of response to disasters and emergencies. Disasters shall include flood, water contamination and oil spills. the Governor-general may declare a state of disaster emergency and may make Executive Orders related to the declaration of a state of disaster emergency.

This Law regulates relations regarding licensing of some activities. It shall not be applicable to the issuance of licences related to licensing agreement between natural and legal persons. The Act consists of seven Chapters divided into 52 Articles: (1) general provisions; (2) the state licensing system; (3) types of activity; (4) licensing of import and export; (5) licensing terms and conditions; (6) renewal, cancellation and suspension of licences; and (7) final provisions. Licensing terms and conditions shall be equal for all persons complying with the established requirements.

This Decision approves the master plan on the socio-economic development of Ba Ria-Vung Tau province.The plan aims at developing Ba Ria-Vung Tau into an industrial province strong in marine economy with a system of national and international commercial ports, and into an industrial, touristic and fisheries centre of the region. The socio-economic development shall be achieved on the basis of protecting, regenerating and enriching marine, forest, land and water resources, protecting the environment, particularly ecological and marine.

This Chapter contains rules relative to the application for a Land Use Permit and the conclusion of land Use Permit Agreements in accordance with Chapter 68 of Title 21 CGA. Chapter 68 prescribes that the Director, with the approval of the Governor, is authorized to grant permits for the use of any suitable government real property, not otherwise occupied or in use, and for any lawful purposes. These Regulations specify criteria of eligibility and procedures for permits and agreements.

These Regulations contain rules relative to meetings and proceedings of the Subdivision and Development Review Commmittee created by Executive Order 74-23. Powers of the Committee are somehow defined by the definition of the purposes of these Regulations. The Committee shall review development projects and advise the Territorial Planning Commission on subdivisions. The Committee shall in particular review all subdivisions that require improvements, zone changes and major variances by public agencies concerned.
