Water scarcity and climatic change in India: the need for water demand and supply management

Against the discussion on the rationale and scope for water demand and supply management in India, this paper provides a brief overview of the status and effectiveness, as well as the technical, institutional and financial requirements of six demand management options (i.e. water pricing, water markets, water rights, energy regulations, water saving technologies, and user and community organizations) and one supply management option (involving the implementation of the National River Linking Project, NRLP).

The existing legal framework for water resources management in Guatemala is obsolete, inconsistent and not enforced. To bridge the gap, many indigenous and non-indigenous communities throughout the country successfully regulate water use through oral or written bylaws. This paper classifies the rules and practices adopted by local communities in order to define their scope and anticipate options to recognize customary water rights in future statutory legislation, as well as under the current legal regime, consistently with the public interest.

Along with this recognition comes the legal delineation of state obligations with respect to water availability, access and supply, as well as to the protection of these individual water rights. Questions remain, however, as to whether “water-rich” states are under any obligation to provide the resource to “water-poor” states and, if so, to what extent.

The lack of sufficient access to clean water is a common problem faced by communities, efforts to alleviate poverty and gender inequality and improve economic growth in developing countries. While reforms have been implemented to manage water resources, these have taken little notice of how people use and manage their water and have had limited effect at the ground level. On the other hand, regulations developed within communities are livelihood-oriented and provide incentives for collective action but they can also be hierarchal, enforcing power and gender inequalities.

Social ecological systems (SESs) – spate irrigation system in our case – operate under an environment of stress due to several external and contextual factors. Spate irrigation systems are more complex due to uncertain flows and can exhibit unexpected changes due to novel shocks. Therefore, actions directed at enhancing robustness to a particular set of disturbances can trigger changes in ecological dynamics that may, in turn, alter the set of disturbances faced by irrigators.

The Snowmelt Runoff Model (SRM) was used to simulate timing and magnitude of runoff for six climate scenarios (2030 and 2080 ‘Wet’, ‘Middle’, and ‘Dry’). The water supply results from SRM were run through a Southern Idaho reservoir operation and water rights allocation model (MODSIM). The 2030-Dry and 2080-Dry scenarios produce supply deficits relative to the current climate of 5.4%, and 1.9%, respectively, for which the corresponding irrigation water delivery reductions were 1.7% and 2.7%.
