The Act lays down provisions concerning regional planning activities as regards soil protection, control of land use and interventions for the conservation and transformation of soil. The provisions cover both agricultural and urban land. As regards agricultural land, the aims pursued are the safeguarding and improvement of the natural heritage as well as the rational and sustainable exploitation of natural resources. The Regions shall be responsible for planning in conjunction with the Communes and Mountain Communities.

The Act is formulated in order to improve the living environment for the inhabitant, and to promote a planned and equal development between cities, towns and the rural area. The Ministry of Internal Affair is authorized to deal with urban planning. The Act consists of 87 articles and divided into 8 Chapters. Article 7 defines the terminologies such as general planning, specific planning, priority developing area, etc. Chapter 2 provides for the contents of urban plan, the procedure of amending a plan, procedures of promulgation and implementation.

The Ordinance consists of 45 sections divided into 6 Parts: Preliminary (I), Town Planning Schemes (II); Powers of Local Authorities (III); Compensation for injurious affection and claims for increase in value (IV); Purchase and compulsory acquisition of land (V); Miscellaneous (VI).The Town Planning Board is constituted under section 3. Upon application of the Board or any local authority, the Governor may constitute town planning areas under section 5. Development on land in town planning areas requires a permission of the local authority under section 6.

This Law is an integral part of urban construction and environmental legislation of the city of Moscow and establishes the modalities of planning, regulation and carrying out urban construction activity on the territories of natural complex of the city of Moscow. The document consists of 13 Articles. Article 1 introduces the principal concepts. Article 2 establishes the legal basis for the regulation of urban construction activity on the territories of natural complex. Article 3 regards land use planning for the territories of natural complex.

Regional Law No.191-35 of 1998 on investments in immovable property of St.Petersburg.

This Law establishes the conditions and the modalities of realization on investment activity aimed at building of the plots of land, for completion of unfinished constructions, reconstruction of edifices, their parts belonging to St.Petersburg for the purpose of profiting when the result is creation of immovable property. Article 7 establishes that investment prospect must contain the obligation of a potential investor to pay the services of the preparation of urban construction and land surveying documentation.

Land Acquisition (Public Purposes) Ordinance.

The Ordinance lays down rules governing the acquisition of land for public purposes, which means any purpose connected with exclusive government use or general public use. The President of Malta may by declaration signed by him declare any land to be required for a public purpose. Moreover, the President of Malta may for any public purpose declare by proclamation that any land is subject to clearance rights or to subsoil rights.

Special Development Areas Act.

Where the Government has earmarked an area within Malta for public acquisition with a view to its development for a public purpose, the Minister responsible for public works may declare such an area to be a Special Development Area. Article 4 establishes the effects of such declaration.
