La présente loi porte la réglementation relative aux villes et autres agglomérations importantes. L’article 1er établit que toute localité de 10.000 habitants et au-dessus est tenue d'avoir un projet d'aménagement.

La presente Regla establece el procedimiento a través del cual la Comisión para la Regularización de la Tenencia de la Tierra realiza la adquisición y enajenación de suelo y reservas territoriales prioritarias para el desarrollo urbano y vivienda en coordinación con otras dependencias y entidades federales, con los gobiernos de los estados con la participación de sus municipios y del Distrito Federal, así como en concertación con los sectores social y privado.

Article 3 (1) establishes minimum and maximum land areas of land plots allotted for individual housing construction as follows: in rural areas minimum land area – 0,10 ha, maximum – 0,25 ha; in urban areas minimum land area 0,06 ha, maximum – 0,25 ha.

La présente loi crée un Comité Local de Développement pour chaque District (ensemble plusieurs Communes). Ensuite, elle octroi à chaque district un Fonds Local de Développement au profit des Collectivités Territoriales Décentralisées de base.Le programme de développement local est conjointement élaboré par le Député, le Chef district, les Maires, le Président des conseillers municipaux, et de représentants du Service Territoriaux Déconcentrés suivant les normes exigées par l’urbanisme et le plan d’aménagement du territoire.

La présente ordonnance a pour objet de fixer les conditions et modalités de concession et de cession des terrains relevant du domaine privé de l’Etat destinés à la réalisation de projets d’investissement.

L'aménagement du territoire poursuit le développement du territoire national en respectant les particularités et les ressources propres des diverses régions qui le composent. Il a pour objectif d'assurer aux habitants du pays des conditions de vie optimales par une mise en valeur harmonieuse et un développement durable de ses régions en valorisant leurs resssources respectives et en maintenant un équilibre structurel et économique entre elles.

This Regional Law shall have as its purpose ensuring the right of citizens to favorable environment, thus ensuring favorable conditions for vital activity of citizens, and delimits plenary powers between city state bodies, local government and municipal units in the sphere of improvement of natural environment. Improvement of natural environment shall be intended a series of arrangements related to land-use planning within urban areas in accordance with land-use planning scheme.

El presente Decreto modifica el reglamento de la Ley que tiene por objeto establecer el marco regulador del ordenamiento territorial para el desarrollo urbano, respecto a la participación ciudadana y sus modalidades.

This Regional Law determines composition and elaboration of the regional land-use planning scheme with a view of development of the regional territory. Territorial land-use planning scheme shall be based on the totality of social, economic, ecological and other factors with a view of sustainable development of the territory. Land-use planning project shall include regulations on territorial planning and mapping of objects projected for location, description and characteristics of land areas and names of urban, municipal districts and inhabited areas.

Article 5 shall be amended to add the following wording: “Plenary powers of the authorized Regional state institution in the sphere of regulation of land relations shall include establishment of modification of authorized use of land plots pertaining to regional public property that are not covered by urban planning regulations or for which urban planning regulations were not established”.

Le présent décret porte adoption du document de Politique nationale de l’habitat et du développement urbain. L’élaboration d’une politique nationale de l’habitat et du développement urbain a pour finalité de dégager une démarche et un plan opérationnel à même de réduire progressivement et au coût optimal, l’importance et l’impact des déséquilibres et des dysfonctionnements dans le domaine de l’habitat et de l’urbanisme, voire de les éliminer.
