Whose Forest Tenure Reform is it? Lessons from Case Studies in Vietnam

Over the last two decades, Vietnam has made significant progress in forest tenure reform, which aims to meaningfully include all relevant stakeholders in the management of forest resources. Under these reforms, forest area officially under the management of local people has expanded from almost nothing in the early 1990s to nearly 3.5 million ha (27% of the national forest area) in 2006. However, until now little is known about the extent to which such tenure reform has worked in practice and how it has affected local people’s livelihoods and wellbeing.

An international workshop on Forest and Land Tenure Reform was held in Vientiane on 28-29 August, 2012. The workshop was hosted by the National Assembly of Lao PDR, with support from RECOFTC – The Center for People and Forests through the Rights and Resources Initiatives (RRI). The key objectives of the workshop were:

The workshop was attended by 89 participants representing government agencies, national assembly, civil society groups, and international organizations working in Lao PDR. In order to share experience of reforming forest tenure from other countries, resource persons were also invited from China, Nepal, Brazil and Vietnam.The key objective of the workshop was to continue the process of learning on forest land tenure reform from various countries, review and reflect on the current states of forest tenure in Lao PDR, and work out on pathways to forest tenure change.

Mặc dù có nhiều thay đổi tích cực trong khung chính sách về khai thác và lưu thông lâm sản, thực tế vẫn tồn tại nhiều rào cản cho việc hưởng lợi từ rừng của người dân. Để giúp người dân hưởng lợi và tham gia tích cực vào công tác quản lý bảo vệ rừng, Nhà nước cần tiếp tục đơn giản hóa chính sách khai thác và lưu thông lâm sản cho cộng đồng địa phương, chú ý tránh những chồng chéo trong chính sách, song song với việc cải cách thủ tục hành chính, nâng cao năng lực và xây dựng cơ chế hỗ trợ cho người dân.

In The National Forest Plan of 1977, the poor and mountainous kingdom of Nepal recognized the need for the people’s participation in managing its forests. In an article for RECOFTC, Dr Keshav Kanel of Nepal’s Department of Forest, records the changes in society, governance and economy wrought by this gradual – but not uncontroversial – move to community forestry.
