Reindeer breeders may acquire or exchange lands that shall be used for the purposes indicated in Act 590/69 and in the Act relative to Agricultural Production Units (188/77). Amendments mainly concern rules on the purchase of land and terms and conditions of loans that can be used for purchase of land or electrification works. The price for the purchase of land shall be paid within 30 years and the interest rate shall be 4 percent (sect. 21).

The scope of the Act is to improve the living standards and opportunity of earning of those involved in agriculture, forestry, fishery and aquaculture, hunting, reindeer breeding and other nature-based activities in the Northern districts of Finland. This Regulation prescribes further conditions for land acquisition loans and the sale of State land (Chap. 1), it outlines procedures for the application of land with the District Agricultural Offices (Chap. 2), provides further detail for the drawing up of Disposition Plans by the Planning Commission (Chap.

Article 3 and the annexes to this Decree define credit guaratee value and provide detailed rules for determining the commercial value of agricultural land as guarantee for land-based credit. Mortgage credit institutes shall have an internal regulation governing the determination of credit guarantee values for land.

This Act provides for the use of public uncultivated lands. It consists of 42 articles specifying the requirements to be met in order to exploit these lands, establishing the conditions for land expropriation, concession, use, etc. It lays down duties, competencies and composition of national administration responsible for the management of these lands, fees to be paid, land lease, etc.

The purpose of this Act is to establish the fundamental objectives and rules of regional development and land use planning, and to define the institutional system therefor. This Act shall apply to the implementation of regional development and land use planning duties on national and regional level, and the provisions of this Act shall apply to natural persons and legal entities, as well as unincorporated organizations participating in or affected by the above activities.

This Regulation is issued pursuant to sections 3, 4, and 17 of the Act relative to the right to acquire agricultural and forest land (No. 391/78). Section 1 deals with the sale of land by municipalities. Certain conditions for the alienation and use of land are specified also in relation to the receipt of financial contributions in accordance with Act 1295 of 1990 and Act 391 of 1978. (8 sections)

The Regulation is made under the Land Proclamation No. 58/1994. It sets out the procedure for the allocation and administration of land and applies to all types of urban and rural land. Land shall be allocated for tiesa, agricultural usufruct or leasehold, on the basis of a master plan. To ensure these rights, right holders shall be given an allocation certificate or lease agreement. To prevent allocation of land to holders with the sole aim of holding land idle, the size of land to be allocated shall be proportionate to the planned aim (art. 3(4)).

The Act is divided into the following Parts: Preliminary (I); Conversion of Tenure (II); Avoidance of Fragmentation and Regulation of Dealings (III); Certain Fees, Etc. (IV); Miscellaneous (V).The Land Titles Commission shall complete an adjudication record and shall enquire whether a Native wishes to apply for registration of any native land included in the record by agreement. Further provisions concern the procedure to be followed for said registration.

This Act concerns Agrarian Reform. It consists of 51 articles laying down general principles in order to manage this sector: land expropriation requirements, agricultural land use, land rights, land concession, lease, etc.
