Innovation is an inevitable way to enhance regional competitiveness, promote urbanization and achieve sustainable development. The sci-tech park is one of the main land use types in the construction of a new town and the critical space carriers of urbanization. This study focuses on the correlation between higher education institutions (HEIs) innovation and sci-tech enterprises (STEs) development, and the Hangzhou West Hi-tech Corridor as a case study.

The key actors’ perspective towards the existence of policies that favor land sustainability, assist in the development of rural areas and their population, and support these business initiatives is also presented.

Due to oil exploration and other human activities in the Niger Delta region, there is evidence of environmental degradation all over the area (Oronto, 1998). Environmental degradation is occasioned by consistent flow of industrial waste, oil spills, gas flares, fire disaster, acid rain, flooding erosion, etc., which has led to the pollution of farmlands and fishponds. It has also led to the destruction of properties and human lives, including aquatic and bio-diversity.

The paper has two main applications: it represents a model for pricing – which might be used by investment funds, or other organizations interested in agricultural land acquisitions; the interest is in buy/sell transactions - a financial mechanism could be created to facilitate these transactions. For example, the creation of a Land Bank or to attract land banking investment funds, which would have the goal to improve the transaction system, develop financial tools necessary for increasing efficiency, improving financial structure.

Land consolidation is a planned readjustment and rearrangement of land parcels and their ownership. It is usually applied to form larger and more rational land holdings. Land consolidation can be used to improve the rural infrastructure and to implement the developmental and environmental policies. The need to improve land management is obvious. Due to this, in this study special attention is paid to rural areas where land relations have profound implications for agricultural productivity, environmental sustainability and the economic and social status of rural households.
