This Act provides rules relative to the survey of land. consists of 49 sections which are divided into 9 Parts: Preliminary (I); Administration (II); Recognition and Duties of Land Surveyors (III); Original Surveys and Re-surveys (IV); Division Surveys (V); Townships (VI); Beacons and Boundaries (VII); General Plans and Diagrams (VIII); Miscellaneous (IX).At Harare a Surveyor-General's Office is established (sect. 7). A Survey Regulations Board is established under section 8. The Board may make Regulations, with approval of the Minister, prescribing matters specified in section 9.

The objective of this Act is to organize a national information service concerning real estate and other units of land and water areas based on information technology. This service is implemented by means of a centralized Land Information System which is intended for public use. The Land Information System comprises data referred to in the Cadastre Register Act (392/1995) and data entered into the land register as well as other data as laid down in other legislation.

Articles 6, 9, 14, 30 have either been amended or new paragraphs have been added. The present Law also amends new articles of the Village Law of 1924, the Law on Natural Disasters 1959, and the Tourism Incentives Act of 1982. The formation of the technical teams is re-defined. The in-forest pastures and grazelands are re-defined by a committee set up by the Ministry of Environment and Forestry and cannot be used for any other purposes unless their allocation purposes are modified.

Article 21 shall acquire a new wording: “Article 21. Inadmissibility of the use of land plots before delimitation of the boundaries thereof in situ. Landowners shall not be authorized to use land plots allotted by the local self-government out of the stock of public land before delimitation of the boundaries thereof in situ by the State Agency on Land Relations and Cadastre”.

The present Law makes provisions for official land surveys in Niedersachsen. The Law specifies details to be included in official surveys. This Parliamentary Decree establishes terms and conditions for concession on lease of agricultural land pertaining to the stock of agricultural land subject to re-distribution. Concession of the plots of agricultural land shall be carried out through tenders, the winner of which shall conclude lease contract within ten days from the date of conclusion of tender. Lease holder shall be prohibited to manage land plots prior to mapping on the boundaries in-situ and issuance of certificate for temporary land tenure.

This Law regulates relations dealing with geodetic and cartographic activity. Geodetic and cartographic activity shall be classified as national and local. National activity shall include zoning, mapping and licensing of geodetic and cartographic activity.

La presente Ley establece que el ordenamiento territorial constituye una política de Estado que, incorporándolo a la planificación nacional, promueve la gestión integral, estratégica y eficiente de todos los recursos de la nación. Se crea el Consejo Nacional de Ordenamiento Territorial (CONOT) con la finalidad e proponer, concertar y dar seguimiento a las políticas y planes en materia de ordenamiento territorial.
