Burma is situated in Southeastern Asia, bordering Bangladesh, India, China, Laos and Thailand. The majority of its population lives in rural areas and depends on land as a primary means of livelihood. Because all land in Burma ultimately belongs to the state, citizens and organizations depend upon use-rights, but do not own land.

A survey of some 3,500 households in and adjacent to land tenure regularization (LTR) pilot cells was undertaken some 2.5 years after completion of the LTR pilot. The results of the survey provide evidence on the fairness and gender inclusiveness of the regularization process, households’ knowledge of the law, and initial investment impacts.

This paper starts from the assumption that the process of reform is as important as the content of the reform. Many excellent land policies, laws and technical reforms have been developed, yet, in many cases, implementation has slipped, stalled or has even been reversed.
