These Regulations amend the Regulations made under the Sectional Titles Act, 1986 with respect to various matters, with various references to the Sectional Titles Schemes Management Act, 2011. Matters concern mainly documentation and certification. Regulation 30 on management rules as contemplated in section 35 (2) (a) of the Sectional Titles Act, 1986 and regulation 39 on arbitration are repealed.

This Decree makes several changes in Articles 4 and 5 regarding electronic registration systems and repeals Article 3 and Paragraphs 2, 3 and 4 of Article 4. Furthermore this Decree amends Paragraph 1 of Article 4, which now reads “The reports include information on the quantity, quality and land use characteristics of lands (including irrigated land plots), as well as land ownership, use and lease."

The present Ordinance implements the Survey Act 1968. In particular, the Ordinance lays down provisions relating to conditions under which land shall be considered as altered because of ground motion. This paper describes the development of a Land Information Management System (LIMS) for County Governments in Kenya. In the new Constitution 2010, devolution of some national government functions and formation of county governments was provided for. These invoked the development of new land laws to guide the devolution processes and procedures. According to the County Government Act 2012, all County Governments are supposed to develop digital Geographic Information System (GIS) based spatial plans and these calls for development of LIMS for and efficient breakthrough.

Planning of land use by land - is an integral part of the management of land use, which provides a mechanism by which decisions are coordinated among various local, regional and national authorities, and helps implement social responsibilities of public authorities in the use and protection of land and other natural resources.

The organization of land use in different countries is characterized by a variety of land system types, those proved their effectiveness in certain countries, but not are necessarily as effective in others. The objective factors that led to the emergence of various models of the land system, include socio-economic, historical, ethnic, cultural, natural and other features of different countries and peoples that inhabit them.
