FAO and its development partners are working together with countries to prepare Voluntary Guidelines that will provide practical guidance to states, the private sector, civil society, academia, donors and development specialists on the responsible governance of tenure. By setting out principles and internationally accepted standards for responsible practice and associated technical guidance, the Voluntary Guidelines will provide a framework and point of reference that stakeholders can use when developing their own policies and actions.

Land Tenure Working Paper 15. This publication brings to light the existing linkages between land tenure and the realization of the right to food. It points out that responsible governance of land requires the adoption of human rights-based approach in order to develop coherent and long term solutions to improve people’s livelihoods. The document presents the legal implications of the right to food at national level and provides a series of examples on the implementation of human rights principles and obligations into land tenure systems, policies, and institutional frameworks.

The current land administration system in Pakistan aims at land revenue assessment and tax collection for the fiscal purposes. This system is organised or structured on the traditional land registers and cadastral maps in paper formats, and their maintenance is mainly dependent on the hard works of the local land administrator so called “Patwari” at the grass-root level within his jurisdiction.

In dit rapport wordt een zestal voor de agrarische sector relevante vrijstellingen in artikel 15, eerste lid van de Wet op belastingen van Rechtsverkeer (WBR) geëvalueerd. De vrijstellingen zorgen ervoor dat de aankoop van landbouwgrond onder bepaalde voorwaarden onbelast is met 6% overdrachtsbelasting. In de evaluatie wordt per vrijstelling onderzocht of de regeling op een doeltreffende en doelmatige manier leidt tot het bereiken van de geformuleerde doelstellingen. Daarnaast wordt aandacht besteed aan de neveneffecten van de regeling.

En 1999, la FAO publiait la première version française du Thésaurus multilingue du foncier. Cette version avait surtout pour vocation d'être mise à l'épreuve du terrain, c'est-à-dire soumise aux critiques constructives tant des usagers à la recherche d'informations et d'éclairages nouveaux que des experts du foncier. En effet, sur le fond comme sur la forme, sont apparus un certain nombre de points forts mais aussi des lacunes, relevés depuis 1999 par l'équipe des rédacteurs et par de nombreux autres spécialistes du foncier.
