Liberal land reform in Kazakhstan? The effect on land rental and credit markets

This study analyses the effect of Kazakhstan’s 2003–2005 agricultural land reform on land rental and credit market participation. Although the reform declared an intention to facilitate efficient land alloca- tion, we observe a major land concentration. We analyze whether new land relations stimulated land sales and rental markets and made credit more accessible.

Transaction costs and land rental market participation in Malawi

We assess the extent of access and degree of participation by smallholder tenants in the land rental market in Malawi. Our study is based on three rounds of nationally representative Living Standards Measurement Surveys collected in 2010, 2013 and 2016, from which we construct a balanced panel. We apply the transaction cost theory, which suggests transaction costs to be non-linear and depend on resource as well as socioeconomic characteristics within the customary tenure system that determines who hold, use and transfer land.

This paper analysed land governance and crop commercialization in Nigeria. General Household Survey (Living Standard Measurement Survey) panel data for the post-planting and post-harvest periods of 2015 and 2016 cropping seasons were used. Descriptive statistics, Crop Commercialization Index (CCI) and Tobit regression model were used to analyse data.

Legitimacy dilemmas in direct government intervention : The case of public land development, an example from the Netherlands

The current paper examines the legitimacy dilemmas that rise from local governments' direct policy instruments and market interventions. It takes the case of public land management strategies. The paper argues that current societal challenges-such as energy transition, climate change and inclusive urban innovation-require planning practices to be more effective. Direct government instruments such as direct market interventions have proven to significantly reduce the implementation gap of planning practice.

Shortly after the Food and Agriculture Organization of the United Nations (FAO) was founded in 1945, the organization had started to support member countries addressing structural problems in agriculture with land fragmentation and small holding and farm sizes through the development of land consolidation instruments (Binns, 1950). During the 1950s and 1960s, FAO provided technical assistance to the development of land consolidation in member countries in Europe such as Turkey, Greece, Spain and Cyprus, but also in the Near East and Asia (Meliczek, 1973).

A numerical method to account for distance in a farmer's willingness to pay for land

Land transactions between farmers are responsible for landscape changes in rural areas. The price a farmer is willing to pay (WTP) for vacant land depends on the distance of the parcel to the farmstead. Detailed quantitative knowledge of this WTP– distance relationship is of utmost importance for accurate modelling of land markets, and for the design and implementation of effective and robust land consolidation schemes. Practical experience suggests, however that it is not particularly easy to back out the WTP–distance relationship from empirical transaction data.

Effects of land titling and registration on tenure security and agricultural investments: Case of Gataraga sector, Northern Rwanda

Rwanda has undertaken a land registration and titling program since 2008 with a registration of 10.3 million land parcels in 2013. The aim of this paper is to investigate the early effects of the program on tenure security and agricultural investments since few studies have been carried out in this research area. The study was undertaken in Musanze district in Northern Rwanda, with specific focus on Gataraga sector and it draws on a mix of qualitative and quantitative research methods. The findings indicate that the program led to reduced land conflicts and improved tenure security.

Development of the Land Market in the Republic of Kazakhstan

The paper provides the analysis of improving the land reform in the Republic of Kazakhstan. The authors examine the main development stages of land ownership relations, during which the work has been performed to transform agricultural enterprises, privatize land and change the land use. The main legal acts, intended to regulate the issues of land ownership and territorial organization and creating conditions for the development of the land market, are shown.
