Riparian buffers, the strips of vegetation along banks of rivers and streams, have been proposed as a key instrument to protect water quality in the United States. Riparian buffers impose a restriction on the use of private property limiting harvest and development, but buffers can also provide for aesthetic and recreational benefits that may accrue to property owners. With data from the Neuse River Basin in North Carolina, this study attempts to provide empirical evidence on the effect of a mandatory buffer rule on the value of riparian properties.

This Law regulates relations concerning ownership, land tenure, and disposal of agricultural land, establishing plenary powers of regional administration and local government in the sphere of turnover of agricultural land. It establishes terms and conditions for allotment of plots of agricultural land pertaining to state and municipal property. Agricultural land shall be used exclusively for agricultural production.

Land Tenure Working Paper 11. This co-publication of FAO and UN-HABITAT seeks to better understand and define the processes, mechanisms and institutions of governance of tenure in rural and urban areas. The paper recognises that excellent land policies, laws and technical reforms have been developed. However, in many cases their implementation has slipped, stalled or even been reversed. By adopting a governance and political economy perspective, the paper offers insights for the design of reforms and for the development of land governance tools.

This current volumes introductory article provides an overview of these issues. Based on international authoritative documents, this paper draws 14 principles to be taken into account when developing Voluntary Guidelines on Responsible Governance of Tenure of Land and other Natural Resources. The paper sees Voluntary Guidelines as human-rights based documents that provide a framework and a point of reference for national and international policies.
