La presente Ley tiene por objeto regular el urbanismo en la Comunidad Autónoma del País Vasco, que es una función pública que tiene por objeto la ordenación, programación, dirección, supervisión, control y, en su caso, ejecución de: a) la utilización o el uso del suelo; b) la transformación urbanística del suelo mediante la ejecución de la ordenación urbanística que se materializa en su urbanización y edificación; c) la construcción y la edificación; y d) el uso, la conservación y la rehabilitación de construcciones, instalaciones y edificaciones.

La presente Ley crea el Sistema Nacional de Bienes Estatales, que tendrá como ente rector a la Superintendencia Nacional de Bienes Estatales, y crea el Sistema Nacional Integrado de Catastro Predial.
This Regional Law establishes administrative liability for offences in the sphere of land-use planning of urban land within urban areas and other inhabited areas. Administrative liability shall be applicable in the form of warning (notification) and fine. This Regional Law shall be applicable to land-use planning of the urban territory, zoning, urban ecology, recreational activities, sanitary, hygienic and epidemiological regulation.
This Regional Law establishes that land plots for individual housing and suburban construction shall be allotted to citizens in ownership with or without competitive tendering. Citizens that have no right to be allotted land plots without competitive tendering must purchase them exclusively through competitive tendering. Russian nationals that have obtained land parcel free of charge for suburban construction in accordance with this Regional Law shall have no right to allotment of land plot free of charge for individual housing construction.
This Regional Law establishes the modalities of legalization of the rights of ownership to public land plot allotted to a citizen for individual housing and suburban construction or for gardening if the documents of ownership by application of estate-leaver were not legalized during the lifetime. In the aforesaid case the heir shall have the right of allotment free of charge of the plot of land applied for by estate-leaver while alive.
This Regional Law regulates classification of land by categories and transfer of land from one category to another. Transfer of land to and from the category of urban land shall entail mandatory modification of the boundaries of inhabited areas.
This Regional Law regulates transfer of agricultural land parcels in ownership to gardeners, vegetable growers and subsistence farmers, and to non-commercial associations thereof, out of stock of public and municipal land, except for cases of transfer free of charge envisaged by the national legislation. Buy-out price shall be fixed at 20 percent of cadastre value for agricultural land and 10 percent of cadastre value for urban land.
