Las presentes disposiciones modifican el Decreto Nº 274 de 2012, reglamentario de la Ley Nº 26.737 en tema de protección del dominio nacional sobre la propiedad, posesión y tenencia de tierras rurales. Entre las modificaciones introducidas cabe destacar las que se refieren a los elementos a tener en cuenta para la determinación de la titularidad dominial, y al cómputo de la superficie de tierras rurales en supuestos especiales.

Article 16.1 shall be amended to add a new wording: “Lease contract related to plots of agricultural public or municipal land shall be concluded without tender in case of allotment thereof to Cossack associations for agricultural activities”.

La presente Ley Orgánica de Ordenamiento Territorial, Uso y Gestión de Suelo, tiene por objeto fijar los principios y reglas generales que rigen el ejercicio de las competencias de ordenamiento territorial, uso y gestión del suelo urbano y rural, y su relación con otras que incidan significativamente sobre el territorio o lo ocupen, para que se articulen eficazmente, promuevan el desarrollo equitativo y equilibrado del territorio y propicien el ejercicio del derecho a la ciudad, al hábitat seguro y saludable, y a la vivienda adecuada y digna, en cumplimiento de la función social y ambiental

This Decree of the Ministry of Agriculture and Rural Development, which is composed of nine articles and five Annexes, lays down details on: (a) maintenance of the registration and information system and the database related to the management of agricultural land in vulnerable areas; (b) obtaining weather information; (c) the application for special authorization for the use of nitrogen fertilizers; (d) the procedure for reporting on additional storage areas; (e) plans for the use of nitrogen fertilizers; (f) registration of carried out controls.

Article 1 shall be amended to add the following wording: “Lease payment for plots of agricultural land shall be calculated with application of index 0, 3 percent”.

Amends: Regional Law No. 756-oz “On the modalities of calculation of lease payment, modalities and terms of payment of thereof for lease of land plots of public land”. (2010-02-03)

The purpose of these Measures is to regulate the investigation, monitoring and evaluation of the quality of cultivated lands. The Text consists of 31 articles divided into 5 Chapters: General Provisions (I); Investigation (II); Monitoring (III); Evaluation (IV); Supplementary Provisions (V).The survey of cultivated land quality includes survey of cultivated land quality, special investigation and emergency investigation.

The scope of this Regional Law shall be to ensure fertility of agricultural land by owners, landlords, land tenants and leaseholders. The main arrangements for ensuring soil fertility shall be: (a) elaboration and realization of regional programs; (b) soil, agrochemical, phytosanitary, ecological and toxicological inspection; (c) investments in soil conservation and reproduction; and (d) improvement of soil quality and fertility.

Article 11 shall be amended to add the following wording: “With a view of prevention of agricultural land degradation, reproduction of soil fertility of degraded and polluted agricultural land, conservation of such land, with expropriation thereof, shall be allowed in accordance with the modalities envisaged by the acting legislation of the Russian Federation”.

This Regional Law establishes that public or municipal land plot allotted to a religious organization on condition of permanent (open-ended) land tenure for agricultural production shall be transferred in ownership to such organization free of charge by decision of regional executive authority or local government in case of purposeful specific use of such plot of land.

La presente Resolución aprueba los Lineamientos para la ejecución de la etapa de calificación en los procedimientos de formalización y titulación de predios rústicos, con el objeto de uniformizar los criterios para el desarrollo de las labores de calificación en los procedimientos de formalización y titulación de predios rústicos de propiedad del Estado y de declaración de propiedad por prescripción adquisitiva de dominio.

La presente Resolución aprueba los Lineamientos para la ejecución del procedimiento de otorgamiento de tierras eriazas en parcelas de pequeña agricultura, que son de obligatorio cumplimiento por parte del personal que labora y/o presta servicios en la Dirección Regional de Agricultura u órgano o unidad orgánica de los Gobiernos Regionales que haga sus veces, que participe en las actividades y/o procesos vinculados en la tramitación de expedientes de otorgamiento de tierras eriazas en parcelas de pequeña agricultura.
