Purpose of the Agreement is to resolve all pending boundary differences between the two countries, and provide for maintaining the Rio Grande and the Colorado River as the international boundary. It provides procedures designed to avoid the loss or gain of territory by either country incident to future changes in the river. The contracting States agree to establish and recognize their maritime boundaries in the Gulf of Mexico and in the Pacific ocean according to the provisions of article V.

The Land Rights Policy is a national sectoral policy that provides the Land Commission’s policy recommendations for land rights in Liberia, centred on four basic types of rights: public land, Government land, customary land, and private land. In addition, a Protected Area is defined as a land which may fall under the Government Land, customary land, or private land categories, but which must be conserved for the benefit of all Liberians. The Policy will form the basis of a new land rights law, and will require substantial changes to the existing legal framework.

Article 10 shall be amended to add the following wording: “Plots of agricultural land pertaining to regional or municipal ownership shall be allotted to natural and legal persons in accordance with Land Code of the Russian Federation and Federal Law “On turnover of agricultural land”.
