This Decree regulates the ownership of lands occupied by non-owners. It consists of 6 articles defining the conditions under which land users may request, (free of charge) the ownership of lands within one year from the date of this Decree.

Decision No. 384 of 1990 concerning implementation of the Law of the Republic of Armenia about property in the Republic of Armenia.

The contents of this Decree are strictly limits to carrying into effect of the Law on Property. It regulates the relationships of the Law with other legislation and provides for matters of transitional nature such as existing deeds and acts and entry into force of the Law, and proposes legislative acts for the implementation of the Law.

The Regulation deals with finding out of the price of constructions, flats and non-residential areas in an residential house, of plots of land, perennial vegetation, plots of land within the area of land modifications and asking price for public auctions, unless finding out of price has not been regulated otherwise; negotiating of the price for purposes of contractual transfer of structures, flats and non-residential areas, plots of land and perennial vegetation between the seller and the buyer, and negotiation of rent for leasehold of land.

These Regulations provide for: (a) the form in which applications made under subsection 61[2] of the Act are to be made, and (b) the servicing of documents in relation with legal proceedings. An application under subsection 61[2] is an application for the determination of native title made to the Registrar of the National Native Title Tribunal. They are amended by giving new rules for the exemption of fees for the granting of applications and the inspection of Registers. Regulation 17 which provides for the calculation of fees is replaced by a new regulation.

The present Rules consist of 46 articles divided into the following Chapters: Preliminary (I); Tenancy Rights, Records of Tenancy Rights, and Ceilings on Tenancy Holdings (II); Ceilings on Land Holdings, Compensation and Sale and Reallotment (III); Compulsory Savings and Credit Arrangements (IV); Miscellaneous (V). As far as tenancy is concerned, chapter 2 establishes that the District Land Reform Officer designated by the Government may appoint several land reform teams "for the purpose of collecting records of owner-cultivators as well as of tenants cultivating lands owned by others".

This text consists of 6 articles. Article 1 establishes the concept of precinct forests defined as the inland and marine fisheries domain and reserved for fishery productivity. Article 2 subjects the issuing of the land property in the precinct forest to the approval by the Ministry of Agriculture. The conduct of activities such as clearing, chopping, reclaiming or burning is prohibited unless prior authorization of the Ministry of Agriculture has been granted (art. 3).
