Effects of land titling and registration on tenure security and agricultural investments: Case of Gataraga sector, Northern Rwanda

Rwanda has undertaken a land registration and titling program since 2008 with a registration of 10.3 million land parcels in 2013. The aim of this paper is to investigate the early effects of the program on tenure security and agricultural investments since few studies have been carried out in this research area. The study was undertaken in Musanze district in Northern Rwanda, with specific focus on Gataraga sector and it draws on a mix of qualitative and quantitative research methods. The findings indicate that the program led to reduced land conflicts and improved tenure security.

Land regularization is an essential ingredient in the formalization on land rights and it plays an important role in improving tenure security of the urban poor. In order to facilitate the process of land regularization, there is need to have up to date spatial information on the settlements earmarked for the regularization process. Ground based survey methods have proved to be time consuming and costly. Thus there is need to adopt cost effective methodology in the acquisition of spatial data.

Les femmes de la région de l’Extrême-Nord du Cameroun font face à un environnement sociologique qui limite leur accès au foncier : mariage, illettrisme et ignorance des dispositions règlementaires, complexité et coût des procédures de sécurisation foncière, facteurs financiers... Par ailleurs, l’accès des femmes au foncier est accompagné des perceptions locales à la fois positives et négatives, mais qui reste fortement influencées par la coutume et les règles traditionnelles.

Reflections on Botswana’s Tribal Land Act no. 1 of 2018

In August 2017, Botswana’s parliament passed the Tribal Land Bill, which became the Tribal Land Act no. 1 of 2018. It shall come into operation once the minister sanctions. Until then, the 1994 Act shall be operational. The new Act is aimed at addressing the challenges that cannot be effectively addressed by the operational Act. Some hail it as progressive, but this article argues that the Act has some limitations. Its insistence on the registration of customary grants with the Registrar of Deeds may lead to unintended consequences, such as family conflicts.

Agriculture and Rural Transformation in Burkina Faso: Does Land Rights Matter?

In the search for rural transformation, this paper analyses the effect of agriculture on rural nonfarm entrepreneurship (NFE) highlighting the role of land rights and assesses the impact of rural NFE on households’ livelihood focusing on rural Burkina Faso. To achieve these objectives, the study uses two techniques: (i) propensity score matching technique to investigate the nonfarm entrepreneurship impact on farm households’ income; (ii) logistic regression to assess the role of agriculture in the development of nonfarm enterprises.

Customary Tenure Trusteeships and Land Governance Reforms: A Necessary Convergence

Issues surrounding customary land governance reforms remain at the forefront of policy reforms in many African countries because of concern over discriminatory rules of access, exchange, and inheritance, corruption, elite capture, and illegal land occupations, (Arko Adjei, 2009). The shortcomings in customary land governance extend to the unfettered authority of customary land trustees, usually, traditional leaders (chiefs and family heads) who retain autonomous control over land as defined by customary norms and practices.

Assessing the challanges of women's land rights in Tanznia

The purpose of this study is to explore the challenges of women on land rights, in Tanzania customary practices often required woman to access land through their fathers, brothers, husbands or other men who control the land, so this makes women vulnerable and decreases agricultural productivity. When women loses their connection to this male relative, either through death, divorce or migration, they can lose their land, home and means of supporting themselves and their families.

Empowerment of youth through strengthening their land rights knowledge and research capacity: evidence from Eastern and Southern Africa

Land is owned by the state and peoples of Ethiopia. Rural farmers and pastoralists have landholding right which contains bundle of rights. Women have equal right to fully use their landholding. Ethiopia has implemented a first level land certification (FLLC). Despite the achievements of the FLLC, gaps were identified especially as regards to local participation throughout the certification process. Ethiopia is currently implementing Second Level Land Certification.

Both land expropriation and eviction constitute a threat to the properties and life of local communities. In Southern Cameroon, the phenomenon has increased with the implementation of structural projects to ensure the emergence of Cameroon by 2035 and the resumption of the control of urban space by the State. The aim of this article is to show how structural projects and the regulation of urbanization in big towns affect local communities.

Effective reform pathways for addressing women’s access to land and tenure security in Africa are yet to be found despite their role in feeding the population. With the adoption of the AU Declaration on Land Issues and Challenges in Africa (2009) and the launch of the African Land Policy Centre (2017), hopes were high that existing precarious women’s access to land, tenure and food security might be transformed to opportunities. Prevailing discourses, however, still advocate for land reforms attuned to gender equality with a neo-classical chord.
