These Regulations make miscellaneous amendments to selected legislation in the field of environmental planning. They amend the Environmental Impact Assessment (Scotland) Regulations 1999 by removing Chapter 9 and related provisions which are no longer required following the repeal of sections 130(1)(a) and 133(1)(a) to (c) of the Town and Country Planning (Scotland) Act 1997 by the Schedule to the Planning etc. (Scotland) Act 2006.

This Resolution is composed of nine Chapters divided in 42 articles and three Annexes. It approves the Alvão Natural Park Management Plan (POPNAL). The Regulation lays down the management and protection objectives of the Park and classifies the land according to its possible use. Moreover, it defines zoning criteria and identifies the forbidden activities and those that need prior authorization. The Annexes provide the list of the areas falling under special protection regimes and set the criteria to be used for building infrastructure inside the protected area.

The Forestry Sector Policy is a national sectoral policy which sets forth long-term, medium-term and short term objectives relating to the sustainable use of forest resources. The long-term objectives of the Policy are: a) to meet the people’s basic needs for forestry products on a sustainable basis; b) to contribute to food production; c) to protect land from degradation; d) to conserve and use biological diversity and genetic resources in a sustainable manner; e) to create opportunities for income generation and employment.

The lands described in the Schedules are designated as conservation reserves with the purpose of protecting natural heritage areas and natural features on public land and preserving traditional public land uses including wildlife viewing, hunting, fishing, walking, snowshoeing, cross country skiing and boating. Furthermore, Land within a conservation reserve shall not be used for mining, commercial forest harvest, hydro-electric power development, the extraction of aggregate and peat or other industrial uses. This Decree sets forth that the Council of Ministers declares that Evkaf area in Fatsa district in Ordu, to be an area under risk of natural disasters, based on Article 2 of Law No. 6306 on restructuring of areas under risk of natural disasters, upon request of the Ministry of Environment and Urbanization.

This Regional Law establishes that in case of the outbreak of environmental and technological disasters the boundaries of the disaster area shall be established, delimited and mapped. Regional disaster monitoring system shall be instituted for timely control and forecasting disasters, and also for data collection and analysis of monitoring information. Regional executive bodies and specialized regional institution shall be responsible for planning preventive arrangements and mitigation of the consequences of natural and technological disasters.

This Act amends the Planning and Development Act, 2000 so as to, among other things: insert a new provision in section 28 on Ministerial guidelines; insert a new provision in section 34 on assessment of applications for new development; provide for the making of the planning scheme following an appeal made under section 169; provide with respect to a determination by the Board whether the extent and character of the modification in a planning scheme would be likely to have a significant effect on the environment (within the meaning of Annex II of Directive 2001/42/EC) or on a European site;
