The Government of the Russian Federation and the Government of the Orenburg Region have agreed as follows: 1) Land within the administrative boundaries of the Orenburg Region can be classified as federal property, regional property, municipal property and private ownership in accordance with the legislation of the Russian Federation. 2) The Government of the Russian Federation is entitled to: a) in concordance with the administration of the Orenburg Region and local administration to establish and change the purpose of federal land; b) to transfer the plots of land on the terms of open-ended (permanent) tenure for the accommodation of the objectives of federal importance; after the satisfaction of federal need to transfer on contractual basis or sell federal plots of land on condition of ownership or lease to juridical and physical persons; c) to determine the conditions and the modalities of tenancy of federal land; d) to cease the right of tenancy to federal land and expropriate it on the grounds established by the federal land legislation. 3) Management and administration of the plots of land pertaining to the property of the Russian Federation (federal land) situated on the territory of the Orenburg Region is carried out by the Government of the Russian Federation through Committee on Land Resources and Land Survey of the Russian Federation in accordance with the legislation of the Russian Federation. 3) Keeping of the register of federal land as integral part of State land cadastre, land monitoring, territorial land use planning, land survey, elaboration of the documentation and materials regarding land management is carried out jointly by Committee on Land Resources and Land Survey of the Russian Federation and by Committee on Land Survey and Land Resources of the Orenburg Region. 4) Management of the plots of land pertaining to the property of the Orenburg Region, concession in tenancy (including lease) and transfer into municipal property or private ownership is carried out in accordance with the legislation of the Orenburg Region and with the legislation of the Russian Federation currently in force. 5) Committee on Land Resources and Land Survey of the Orenburg Region carries out state control over the use and protection of federal land in accordance with the modalities established by the Government of the Russian Federation.
