Involvement of arable land in agriculture is one of the most important tasks of the agricultural institutions that shall contribute to rising up agricultural production. The Government decrees to validate the Regulation on organization of dehkan farms and the Regulation on the formation and concession of special land stock. Regulation on organization of dehkan farms establishes that dehkan farms shall be set up on lands of special land stocks by executive committees of the local Councils of people’s deputies, and also on lands of kolkhozes, sovkhozes and other agricultural enterprises. Dehkan farms shall be allotted lands on condition of life-long hereditable possession. Citizens engaged in dehkan farming can rent additional land plots for agricultural production. The dimensions of a plot of land shall be determined for each single case shall be determined by executive committees of the local Councils of people’s deputies in consideration of the membership of a dehkan farm and its specialization. The Regulation on organization of dehkan farms consists of 4 Sections. Section 1 lays down general provisions. Section 2 regards the modalities of concession of the plots of land to a dehkan farm on condition of life-long hereditable possession pertaining to special land stock. Section 3 establishes the modalities of concession of land pertaining to special stock to a dehkan farm. Section 4 establishes the modalities of concession of the plots of land to citizens coming out of kolkhozes, sovkhozes and other agricultural enterprises and allotment of the plots of land to them for the purpose of setting up dehkan farms. The Regulation on the formation and concession of special land stock establishes the modalities of the formation of special land stock by the executive committees of the district Councils of people’s deputies for its subsequent re-distribution for the purpose of ensuring equal conditions for all forms of economic activity on land. The Regulation consists of 4 Sections. Section 1 lays down general provisions. Section 2 establishes criteria of determination of lands out of use or not used rationally. Section 3 regards organizational activity for the formation of special land stock. Section 4 regards concession of the plots of land out of special stock.
