The purpose of this Act is to contribute to the sound development of the national land by providing for fundamental matters concerning the formulation and implementation of plans for and policies on the national land. The Act consists of 33 articles divided into 6 Chapters: General provisions (I); Formulation, etc. of national land plan (II); Efficient promotion of national land plan (III); Construction of national land information system, etc. (IV); National Land Policy Committee (V); Supplementary provisions (VI). The State and local governments shall, in formulating and executing the plans or projects for the national land, take account beforehand of any impacts on the natural and living environments. Classifications of National Land Plan are described in article 6. The Minister of Construction and Transportation shall formulate the comprehensive national land plan with contents listed in article 10. The head of central administrative agency and the Mayor/Do governor shall reflect the contents of the comprehensive national land plan in the policies and plans related to his competent duties, and formulate an implementation schedule by competence in order to execute the comprehensive national land plan and submit such schedule to the Minister of Construction and Transportation. The Minister of Construction and Transportation shall survey the current status of national land and produce it into maps, and provide them as the data for formulating the national land plans and diverse land utilization plans, etc. The National Land Policy Committee shall be established in order to deliberate on the major policies on the planning, utilization and management of the national land (arts. 26 to 30).
