Underflooding is a natural phenomenon that reduces soil fertility. The purpose of the State Program is to carry out the efficient state policy aimed at the prevention and combating underflooding of soil, elaboration of the system of arrangements aimed at the reduction of hydroecological load on land and maximum renewal of the natural state of water reservoirs. The main tasks of the State Program are: 1) prevention of underflooding and liquidation of the consequences thereof; 2) creation of the natural landscape conditions for the formation of drainage; 3) renewal of the natural drainage capacity of the territory and prevention of clogging up of drainage systems; 4) setting up flood prevention service. The aforesaid tasks shall be carried out by means of: 1) putting in order natural territories and land under intensive farming; 2) carrying out land reclamation in the areas subject to underflooding of soil; 3) land reclamation mapping of the territory for the purpose of differentiated land tenure in conformity with soil conditions; 4) regulation of drainage on agricultural land.
