This Decree establishes that the competent authority for real estate issues is the countrywide network system of land offices (territorial and local offices). They are responsible for registration of legal transactions, cadastral mapping changes and dealing with land and other real estate property-related activities. The Hungarian Land Register is owned and maintained by the Ministry of Rural Development. This Decree establishes also the Institute of Geodesy, Cartography and Remote Sensing as the institutional body for land surveying and geo-information. The duties of land offices and the Institute of Geodesy, Cartography and Remote Sensing are of a multipurpose nature. They include: reference framing and mapping, and land and real estate property-related activities, in close correlation with the unified land registry; registration of legal changes to rights in land and real estate properties; maintenance of the digital land registry; maintenance of digital cadastral maps, quality control of cadastral mapping, a data service of legal and mapping information on properties at land offices, and supplying this data via to the electronic network; land lease registration; protection of agricultural land; digital elevation model services; maintenance of the geographical database; topographic mapping and services for referencing spatial data; maintenance of administrative boundaries (including the permanent state boundary); IT and mapping support of the EU agricultural subsidy system in Hungary, and so on. Land offices provide legal and cadastral mapping information, data and other services to external users and citizens generally for a fee. Annex 1 to this Decree determines the territorial competence of land offices.
