The scope of this Regional Law shall be to insert particularly precious agricultural land into the list of land areas that cannot be used for other purposes. Particularly precious agricultural land shall be considered the following land areas: (a) agricultural land which cadastre value is 50 and over percent higher than average land cadastre valuation in a municipal (city) district; (b) agricultural land of experimental and production units of scientific research and scientific-experimental educational institutions; and (c) agricultural land with operating irrigation and drainage systems.
