This Law establishes legal and organizational principles of the functioning of regulatory framework, licensing and authorization system in the sphere of economic activities and establishes the rules of functioning of state bodies authorized to issue licenses and permits for performance of economic activities. Natural resources management, land tenure and land management, soil management and exploration and mining activities shall be regulated by licensing and issuance of permits.
