The purpose of these Measures is to prevent and control water and soil loss, protect and rationally use water and soil resources, reduce flood and drought disasters, improve ecological environment, and ensure the sustainable development of economy and society. The Regulation consists of 18 articles.The regional competent water authority shall organize once every five years the investigation on the distribution, type, areas, damages, change tendency and control of soil and water loss. Based on the investigation of soil erosion, the areas with high risks on potential soil erosion shall be designated as key prevention areas of soil erosion by people's governments at and above the county level. Soil erosion caused by the construction units should be treated timely, and the construction units shall bear the costs of treatment.
