These Measures are formulated in accordance with the Urban and Rural Planning Law of the People’s Republic of China. The Measures consist of 53 Articles divided into 7 Chapters: General provisions; Formulation of urban and rural planning; Approval of urban and rural planning; Amendment of urban and rural planning; Supervision and inspection; Legal liabilities; Supplementary provisions. The Measures provide for the procedures of, and requirements for formulation, approval, amendment and implementation of urban and rural planning. The urban and rural planning competent authority of the Autonomous Region shall, in accordance with relevant state regulations, formulate the regional technical requirements for the development of the urban and rural planning. The development and revision of urban and rural planning shall comply with the relevant standards and technical guidelines of the state and the autonomous region. The risk assessment of geological disasters shall be carried out for the urban and rural planning of geological disaster prone areas. In addition, the Measures make specific provisions on the procedures, conditions and requirements to obtain construction land planning permits, construction project planning permits, and village construction planning permits.
