With a view to protect and improve the agricultural environment, to prevent pollution and protect ecosystem, the Regulations are formulated. The agricultural environment is defined as including land, water for agricultural purposes, air and other factors which have an impact on the survival and development of agricultural resources.The purpose of these Regulations is to protect and improve agricultural environment, prevent and control agricultural environmental pollution and ecological destruction, rationally develop and utilize agricultural natural resources. The Regulations consist of 34 Articles divided into 5 chapters: General provisions; Supervision and administration; Measures for protection, prevention and control; Legal liabilities; Supplementary provisions. Agricultural construction projects must carry out agricultural environmental impact assessment. The environmental impact report shall be subject to preliminary examination of the administrative department of agriculture at the same level before being submitted for approval. The people's governments at or above the county level shall, according to the situation of the local agricultural natural resources and the requirements of agricultural environmental protection, rationally adjust the structure of agricultural production, carry out ecological construction, and improve agricultural environmental quality. It is prohibited to dump, abandon and store solid waste in the farmland, the basic farmland protection area. The city solid wastes and sludge supplied to the farmland must meet the relevant national standards.
