The purpose of these Regulations is to timely mediate and process disputes regarding rights and ownership of lands, forestry and water conservancy, protect the legitimate rights and interests of the parties involved in the disputes, maintain social harmony and stability, and promote economic development. The Text is divided into 6 Chapters: General provisions (I); Reconciliation and mediation (II); Right of jurisdiction and treatment (III); Evidence (IV); Legal Responsibilities (V); Supplementary provisions (VI).Disputes regarding rights and ownership of water conservancy mentioned in the Regulations include water conservancy ownership disputes and disputes relevant to the rights to use water resources (art. 2).
