These Provisions aim to strengthen the management of urban and rural planning units, standardize the development of urban and rural planning, and ensure the quality thereof. The Provisions consist of 43 articles divided into 6 Chapters: General provisions (I); Qualification grades and standards (II); Qualification certificate application and approval (III); Supervision and administration (IV); Legal liabilities (V); Supplementary provisions (VI).The qualification of urban and rural planning unit is divided into grade A, B, C. Chapter II provides for the qualification standards of the three qualification grades. Chapter III sets up the conditions, procedures and requirements to be satisfied for the qualification certificate application and approval.
