This Law consisting of 46 articles divided in 9 Chapters aims at protecting and regulating activities regarding use and exploitation of natural resources in Palestine. It establishes the General Administration of Natural Resources. The new department shall: prepare scientific studies and research pertaining to natural resources; issue directions for geological search and excavation for surface and ground resources; prepare geological maps; list quantity and quality of natural resources; supervise natural resources investments; explore, search and inspect natural resources; enter any lands or property for one of the its purposes; and issue necessary licenses in coordination with other relative authorities.Natural resources found within the Palestinian territories, territorial waters and free zone shall be deemed public property. Activities of natural resources exploration and utilization are: exploration and inspection; excavation; discovery; and mining, and the Law provides detailed rules regarding allowed and prohibited activities, licenses, certificates, events that might happen in a mine, quarry or stones crusher due to mining processes.The 9 Chapters are entitled as follows: Definitions and General Provisions (1); Duties of General Administration of Natural Resources (2); Discovery of Mineral Resources (3); Natural Resources Search and Excavation (4); Licenses (5); Mining and Mines Utilization (6); Quarries and Stone Crushers (7); Violations and sanctions (8); and Final provisions (9).
